Naim Kapucu, PhD

Naim Kapucu, PhD, is Professor of Public and Administration at the School of Public Administration at the University of Central Florida (UCF). Currently he is the coordinator of the Masters of Public Administration (MPA) at the School of Public Administration. He is the founding director of the Center for Public and Nonprofit Management (CPNM) at UCF. He received his PhD in Public and International Affairs from the Graduate School of Public and International Affairs of the University of Pittsburgh in 2003. Prior to his PhD, he earned Master of Public Management degree from Heinz College of Carnegie Mellon University in 1997. His specialties include dealing with terrorist threats and incidents, managing natural and man-made disasters, planning for emergencies and to reduce risk, coordinating inter-governmental and multi-organizational operations, and building administrative and technical capacities in public and nonprofit organizations. Dr. Kapucu’s research interests are in collaborative public management and governance, emergency and crisis management, and decision making in complex environments. He teaches courses in the areas of Emergency and Crisis Management, Research Methods, Collaborative Public Management, and Comparative Public Policy and Management. David Mitchell, PhD

David M. Mitchell, PhD earned his doctorate in Political Science specializing in Public Administration and American Government at the Northern Illinois University before joining UCF’s School of Public Administration as an Assistant Professor in 2014.

Dr. Mitchell co-authored the article “Currents and Undercurrents in Budgeting Theory: Exploring the Swirls, Heading Upstream” published in Public Administration Review in 2012. He has also presented at numerous conferences, including the Association for Budgeting and Finance Management, the Western Social Sciences Association, and the Southern Political Science Association.

Prior to coming to UCF, Dr. Mitchell served as a Research Assistant for the Division of Public Administration and the Center of Governmental Studies at Northern Illinois University. 

Wendell C. Lawther, PhD

Wendell C. Lawther, PhD, is an Associate Professor in the School of Public Administration. He received his BA and MS degrees from the University of Delaware and his PhD from Indiana University. He has served in a variety of positions while at UCF, including associate dean, chair, and PhD program director. He is currently Coordinator of the MPA Program. His research interests and publications include public private partnerships and privatization, transportation policy, and human resource management. He has received several grants from agencies such as the Florida Department of Transportation, and the Orange County Orlando Expressway Authority.
